Police abuse lawsuit is settled, which stemmed from Bush's 2001 inauguration. Police had been given orders to provoke demonstrators so they could then arrest them, had suspended the rules limiting use of force against peaceful protesters, and had given orders to undercover officers to infiltrate protest groups.

Under the settlement, Washington DC pays $685,000.00 in damages, agrees to change its handbook on police procedure to better protect protesters, and police are required to take a mandatory 40 hour course dealing with civil disturbances, and also required to take a refresher course each year.
