PG&E, the state's largest utility, said Monday it will file for bankruptcy on January 29, after a 15-day waiting period required by California law. It needs to use the bankruptcy process, which will allow it to shed some of its debt, to pay for damages and stay in business to provide gas and electric service to its customers.”
 
These costs should be included in a kW/h comparison.

PG&E Corp (PCG.N) has hired law firm Weil, Gotshal & Manges LLP to explore debt restructuring options, people familiar with the matter said on Tuesday, as California’s biggest utility grapples with liabilities stemming from last year’s wildfires in the state that analysts estimate could exceed $8 billion.

The most interesting item was this at the top: "JULY 31, 2018 / 7:51 PM / 5 MONTHS AGO" Before the Camp fire.
