Before the average person buys a computer they at least decide if it is capable of doing what they want it to do.
The problem with massive US Government orders funded by tax payers (you and me) is that the initial idea is put forward by someone who then attracts the notice of a Representative or Senator, this person then thinks 'Aha, I have a company within my district who could use a contract this size' or they can trade it off on another Politician who has the manufacturing plant.
So little common sense, so much waste.
