Pentagon plans a type of 'flying submarine"

Gotta keep ahead of the terrorists. They've destroyed both ships and planes, and this is clearly the most efficient possible way of dealing with the threat they pose.
 
While having both air and water capability is quite useful in attacking ships, the method discussed is overcomplicated for the task. Simply using a cruise missile that carries a torpedo as payload can accomplish the same mission far more practically. Using two optimized vehicles for air and water is much easier than trying to make one that can do both.
 
Any one remember "Voyage to the bottom of the sea." flying sub. Not sure why build it, but it would be interesting.
