I get that. I even posted that information in the OP. The proposal, however, IS to give this money to transgenders. It's actually part of a State based program to find new and interesting reasons to give people free money...that they take from other people.

The proposal has NOT listed ALL the qualifications for the program because the program does not even exist yet!

So, since the program MIGHT end up different than what's in the proposal the only logical conclusion is that it WILL be different and that you have all the facts regarding how it will ultimately be implemented and since you know the future you are right and everyone else is wrong.
