I think the term "catch-phrase" is more accurate than "propaganda", and us such, is not a complete description. "Pro-life" means that you want to protect the unborn, it doesn't necessarily mean that you are anti-war, or wouldn't kill someone who broke into your house brandishing a weapon, or are a vegan, or don't use insecticides or deodorants.
