No, everything is NOT paid for, hence the debt...

small correction here.... debt is borrowing money to pay for it so debt IS in fact paying. Default is not paying.
 
I don't think we can afford to build transportation systems that cost hundreds of millions (billions) of dollars in order to better serve people who can't afford cars. If a route calls for public transportation in general? That's something else again. But if the user base isn't there? No.Way.

Same could be said for paving a highway across West Texas or North Dakota. It's kind of one of those "if you build it they will come" things. Transport provides a path for prosperity because better mobilization means a stronger and more diversified economy.

Good point. I live in an area of my city that was created thanks to a bridge to nowhere. Once the bridge was finished developers began constructing dozens and dozens of new subdivisions in the area. People were drawn to the area because of the newly created convenience of quick and easy access, really cheap land and brand spanking new everything. Today there are two new schools, about a half a dozen strip malls, a couple of larger hotels, several condo communities (in addition to the thousands of regular homes) and a huge retail shopping mall with a multi-plex movie theater and hundreds of stores and restaurants. The biggest hospital in town is also building a smaller regional campus.
