The facts as we know them;

After Trump was elected in 2016 Obama ordered another Intelligence Community security assessment that contradicted the previous assessment completed prior to the 2016 election.

Clapper, Comey and Brennan knowingly used discredited information like the Steele dossier, and other discredited information to form the document that they to quote; "had high confidence in".

The information they used was previously dismissed by Intelligence officials as being untrustworthy and could not be vetted.
 
But did they have COVID vaccines at the time?

The Steele dossier was largely verified. I say this with as much supporting evidence as you do for your "debunked" claim.
