There is nothing wrong with being the “most incarcerated” nation in the world anyway. As long as everyone in prison received due process it’s not a moral question.
There is some options around this, for example Saudi Arabia used to (although they may still, MBS has changed a lot of laws recently and I don’t know if dismemberment is still a punishment) to use cutting off hands as a punishment for theivery, this may reduce rates of shoplifting, but there’s some practical reasons not to do this like making people cripples creates a problem where they have to become wards of the state, more effective would be corporal punishment like Singapore, or immunity from criminal prosecution for the rightful owner or his employees or agents to beat up shoplifters, but I prefer the Singapore option. Beat their ass with a cane and if that fails to correct their behavior three or four times then prison for a few years.
