Gunman fired into the crowd before being shot by the police.
 
CNN says it seems to be an act of terror.
 
After Brian Williams reported that an eyewitness said a man exited the truck and began shooting, the MSNBC reporter said we shouldn't jump to conclusions.....firecrackers could have been responsible for the noise instead of gunfire.
