So what don't I understand?

Does that really sound like a society that with great potential for success? If all the governments in the world fell, chaos would indeed ensue. From that kind of chaos, millions would die. From that kind of chaos a territorial system of tribes would emerge, and from them a system of states. It all comes back around.
