Basically, States cannot discriminate against interstate commerce. Identifying teachers from other States and keeping them from employment because of that, is facially unconstitutional.

Education groups warned that the requirement could politicize the credentialing process and discourage potential applicants. For sure. Also, don't forget within the bounds of each State's constitution as well. Altering professional credentials that are required for people to hold in order to gain/maintain employment is nothing new. Targeting transplants from certain states may be what gets them in trouble. I wonder if they will adjust to any person seeking employment will be required to take this course as part of the credentialing process.
