Basically, States cannot discriminate against interstate commerce. Identifying teachers from other States and keeping them from employment because of that, is facially unconstitutional.

Oklahoma Superintendent Ryan Walters is reportedly requiring teachers from California and New York to pass a new PragerU assessment in order to obtain state certification. Education groups warned that the requirement could politicize the credentialing process and discourage potential applicants. Critics argued that the policy may worsen teacher shortages and conflict with constitutional principles.
Walters added, "We’ve seen states like New York and California go so radical with gender theory and Marxist indoctrination, they are warping the minds of young people. We need our teachers to agree to not be woke indoctrinators in the classroom."

Altering professional credentials that are required for people to hold in order to gain/maintain employment is nothing new. Targeting transplants from certain states may be what gets them in trouble. Actually, that gets to the First Amendment problem. It's viewpoint discrimination. Again, an obvious constitutional violation.There is nothing wrong with asking teachers to take such a test. And asking an applicant to take a test does not, in iteself, amount to facial discrimination.
