It would allow up to that many immigrants, but don't assume they will all be from Mexico. There are at least a Billion people in the world who would move here in a heartbeat?

I watched much of the both the House debates and now the Senate debates on C-SPAN. The more thorough Senate bill has much to be praised about. But then it has quite a number of glaring holes that will just repeat the disaster after the 1986 legislation. The most important issue that politicians need to face is that both we Americans and immigrants need some form of national ID that cannot be forged or misused. Otherwise there is no hope to keep people out now or later.
