There was a special prosecutor in the Clinton impeachment who gathered all the facts and they voted based on the report. In this case, there is no special prosecutor. Democrats are just investigating and questioning witnesses. This is the fact-gathering phase. Trump will have his chance to defend himself after that phase.

Why are they doing impeachment in the intelligence committee instead of the judiciary? Because their 'whistleblowers' are CIA plants and they don't want the truth to come out. Hence all the so called impeachment inquiry hearings have been behind closed doors.

It's not a democratic process, It's an investigation. Investigations are always done in secrecy. How else can you protect the people who are investigated and found guiltless? Do you think the news media should be in on all the steps in the investigation? The report says Republicans question witnesses but you don't see them making it public.

Wake up. That was 1998. Republicans are participating in closed door committee meetings to investigate Presidential wrongdoing. They have equal access to these witnesses, equal time to question and cross examine them. What they want is input into who gets subpoenaed just like the 'old days' you just referred to.

You need to talk to John Boehmer and Trey Gowdy and Chaffetz of the Benghazi Committee and who changed the rules in 2015 when the republicans regained their majority so that REPUBLICAN committee chairs could ram through subpoenas to get testimony on the Obama administration and Hillary Clinton without any consultation with the minority Dems. I bring your attention to the following story from 2015. Dems blast House GOP subpoena rules change - POLITICO

"“This year House Republicans are changing the rules to give some chairmen unfettered authority to issue subpoenas unilaterally, adopting an abusive model embraced only by Senator Joe McCarthy, former Rep. Dan Burton, and Rep. Darrell Issa,” the lawmakers wrote. “To their credit, some well-functioning committees, such as the Committees on Appropriations, Armed Services, Intelligence, and Veterans Affairs, did not expand subpoena power for their chairmen.”
At the time, Republican defended the rule change as necessary to effectively investigate the Obama administration"



I bring your attention to this as well which takes us beyond 2015. What Powers Does a Formal Impeachment Inquiry Give the House? - Lawfare

"In 2015, the House gave four committees (Energy and Commerce; Financial Services; Science, Space, and Technology; and Ways and Means) the ability to conduct staff depositions; this power was initially granted for the first session of the Congress only but was later extended to the second session. Under subsequent rules issued by the House Committee on Rules for the conduct of such depositions, “at least one member of the committee shall be present … unless the witness to be deposed agrees in writing to waive this requirement.” In 2017, the rule permitting staff depositions was extended to cover almost all standing committees, and the member attendance requirement was modified such that it did not apply if the committee authorized the staff deposition to take place when the House was not in session."


Every single one of these changes happened while Republicans held the gavel. They were warned that if they threw away decades of bipartisan precedent it might come back to haunt them.

Too damned bad, that's what they get for being the party of Trump, it all turned on their party by changing the House. Democrats control the house and subsequently control the rules of impeachment hearings. As Mick Mulvaney said "deal with it.".
