There isn't much of anything in this report. It's just saying that 3 senior FBI officials, 2 current and one retired, engaged in conduct which caused an FBI contractor to engage in "certain inherent governmental activities".

It might be interesting if the contractor was Steele and the FBI agents were, for example, McCabe, Ohr and Rosenstein.

More likely the contractor was Fusion GPS and/or Nellie Ohr.

The FBI is one of the most corrupt organizations in the US government. They are guilty of major crimes against humanity on a global scale. They no doubt induced numerous mass shootings, including Adam Lanza, Esteban Santiago, Travis Reinking, James Holmes and more. Honestly, the US people would be better off without the FBI. They're doing more harm than good.
