So this is new, and a very different solution than selling or giving weapons from existing stockpiles (especially as many countries now becomes unsure if they should deplete their stockpile more, what if Russia comes for them next?).
So the EU will now buy weapons as a block and send them to Ukraine (some of the weapons will probably still be from EU members' stock, just bought by EU, but also opens up EU buying weapons from other sources and deliver them to Ukraine).
