The Supreme Court has ruled that voters don't pick representatives, representatives pick us.

Good. California needs to hit Republicans, very hard. They aren't going to support nationwide redistricting reform until they are severely punished for the status quo.

The whole US House system sucks.

Gerrymandering must be abolished, because 2 parties should not be able to draw maps as they wish.

There should be no maps to be drawn in the first place and no such thing as a "Congressional district" in the first place.

Instead, a state gets their number of seats based on the last Census, like now.

For example California with 53 and Texas 38.

Then, a US wide election for House takes place.

In California, if the results are 58% D and 40% R, Ds can fill 58% of the 53 seats with their people.

California Ds get 31 seats, Rs 22.

And so on.

The parties just need to run internal elections to fill their candidate lists (let party members vote).

Is there anything in the US Constitution that says there has to be a "Congressional district" ?

Such districts that are drawn are an abomination.

I don't think that CA Proposition 50 is really the answer. Back when I was in California, I voted for the two propositions that put an end to politicians gerrymandering in that state. But Proposition 50 is likely going to pass with the majority of California voters probably thinking that it is the answer to Republican politicians recent gerrymandering in Missouri and Texas.
