Leaders of Israeli settlements in the West Bank complained Tuesday night that construction in their communities has actually frozen, The Jerusalem Post reported Wednesday.

"The cities of Judea and Samaria (the West Bank) are effectively frozen," Director-general of the Council of Jewish Communities Naftali Bennett was quoted as saying, "The government has promised to stop the freeze, yet it is continuing it."

According to settler leaders, building activities would cease unless the government immediately issue permits for upwards of 4, 000 planned housing units.

Well, if this is being implemented officially then I see no reason why Abbas should not return to negotiations. I have read the Palestinians are willing to accept a situation like the one mentioned above.
