I found the Report to the Secretary of the Treasury concerning the Fiscal year 1999-2000 (the specific dates covered are October 1, 1999 and ending September 30, 2000 - that is a Fiscal Year).
This details out Who provided the budget-surplus during the Clinton Administration.
What the government did with that Surplus and how it calculated it.
What they considered there to be a surplus.
And so on - it's a good read and it explains quite a bit.
