Mueller has a history of hiding exculpable evidence, receiving leaks of defence information from Special Masters, and there is also his willful neglect that led to a couple of informants being murdered while he looked the other way.

As someone who lived in NYC through all the years of Rudy's tenure as mayor, I can tell you that he was only viewed as "America's Mayor" by people who didn't live there. He's always been corrupt, he's always been a publicity hound.
