How can it be anyone except Saddam Hussein? He sits on the worlds second largest oil reserve during a time in history when the entire planet is desperately dependent on oil. And the need only promises to increase into the forseeable futrue. His country is one of the most progressive in the region (not saying alot) but it had more potential, socially speaking, to move into the 18th/19th century than most of its neighbors.

And although Saddam's reign hadn't ended before the century closed, he proved himself perpetually and singularily capable of snatching defeat from the jaws of victory; regression from the fertile earth of potential progress. His diplomatic prowress that would make a second-rate mafioso cringe ensured that oil would only flow out of his country at the rate that a highly corrupt black market would allow.

He didn't hesitate to sabotage his own oil fields just to inflict suffering on hundreds of thousands of his own citizens, or to spite the UN authorized multi-national coalition that liberated Kuwait. While sanctions choked the poor of Iraq, but before the black markets and "Oil for Food" programs starting bringing in income, he was still buying fleets of Mercedes for his ruling elite. Tariq Aziz would chain smoke $70 cuban cigars while complaining that UN Sanctions were forcing him to be driven in a car to get to foreign airports instead of being able to use his private jet. He would cite this as evidence of "the suffering of the Iraqi people." He actually used that train of thought on more than one occasion; it wasn't just bad english or a badly worded statment.

The entire country could easily have attained a standard of living to rival that of any other country in the world. Instead, its just another third world back water. In your wildes imagination, could you possibly invent a more egregious waste of capitol and opportunity? His insistence on being the Stalin of the middle east styled after his heros in hollywood films about italian mafias ensured that his only successes would be not in economics, leadership, progress, influence, etc, but that he would only succeed in causing suffering and death that many human rights groups say was the worst by any single leader since WWII.

Hitler may have failed on a larger scale, but he aspired to rule the world. He even made some modest progress. Saddam aspired to take over Iran... (???) and failed. Then, ooooh, look out Kuwait!! He almost lost everything when the US handed him his ass on a plate. A Reagan or Bush Jr woulda had the juice to finish the job the first time, but I can't hold it against Sr for doing what he did under the circumstances.

So much potential in that country. So very little attempted. So much evil achieved, and so little of anything good, useful or powerful achieved. He will go down as one of the biggest schlubs of history. Sitting on a gold mine he was content to go no further than rape rooms, torture, displacement, oppression, terrorizing... all for the sake of his own twisted ego. Trillions of dollars under his feet and he's content to raise two sons more lecherous than himself, and turn evil in on his own country. By what measure is anyone else a bigger failure?
