this is inevitable. Its always true that economic sanctions represent a game of Whack-a-mole, just as illegal drug traffic or sex traffic does. Its not an argument for or against sanctions that there will be holes through which product enters the market, and there will be failures. Its just a reminder that law enforcement efforts require vigilence, tenacity and yes the occasional re-examination of the whole effort, to ensure its still worth the energy and resources.
