CIUDAD JUAREZ, Mexico (Reuters) - Inside a notorious Mexican prison where armed convicts used to roam freely, selling drugs and deciding who was allowed in, the state is in control again. Prisoners are back in their cells and the once overcrowded complex sparkles with cleanliness.

But outside on the dusty streets of Ciudad Juarez, store owners lock themselves behind their doors, fearful of police and carefully vetting customers to avoid becoming the next victims of still rampant crime.

For four years, the city on the border with Texas was convulsed by daily slaughter, becoming the murder capital of the world and a shocking illustration of the Mexican government's failure to contain violence among warring drug cartels.

Once best known as a party town for Americans hopping across the border for cheap thrills, Ciudad Juarez fell into chaos with about one in every six of the 60,000 victims of Mexico's bloody drug war over the last six years dying here.

What's with the misleading title Zalatix?

I don't know where you're from, but having spent almost half of every year living in Mexico over the last 20 years, I can say with great confidence that Mexico is anything but a "limited government" country, and the corruption and drug violence are the direct result of over 70 years of government rule by one very crooked political party named PRI. There are 3 main political parties in Mexico... PRI, PAN and PRD. The ideology of the PRI party is the equivilent to main stream Democrats in the US, while the PAN party is like conservative Republicans and the PRD is the far left Chavez-style socialist party.

As for the city of Juarez and the state of Chihuahua where it's located, with the exception of 1 Mayor in the early 2000's, they have been under the control of that very same political party for decades, so please get your facts straight before creating your next headline.

Chihuahua: Ciudad Juarez and Chihuahua City are major cities/travel destinations in Chihuahua -see map to identify their exact locations: You should defer non-essential travel to the state of Chihuahua. The situation in the state of Chihuahua, specifically Ciudad Juarez and Chihuahua City, is of special concern. The Mexican government reports that 1,933 people were killed in Ciudad Juarez in 2011, down from 3,100 in 2010. Although there has been a further decline in homicides in 2012, Ciudad Juarez still has one of the highest homicide rates in Mexico. Chihuahua City has seen an increase in violent crime in previous years. From the United States, other areas in the state of Chihuahua are often reached through the Columbus, NM, and the Fabens and Fort Hancock, TX, ports-of-entry which also experience high levels of violence. In these areas, U.S. citizens have been victims of narcotics-related violence. There have been incidents of narcotics-related violence in the vicinity of the Copper Canyon in Chihuahua.
