If you look at America's foreign policy from afar, is like a large ship that makes show course corrections. The national policy is pivoting toward China.
First of all, NATO should be able to keep Russia at bay barring a full on invasion that intelligence agencies, satellites, and data gathering miss.
The middle east? Why are we still there? We weren't that deep in there until 9-11, and we are still all over the place. We are spending too much money for too little gain.
The way I see it is that Gen. Mattis can't get his head around the threat that we face with China. We have lost the South China Sea due to a fait accompli caused by Obama's lack of interest. OK, I get that. It is history now.. Our only options are to push back and hope if they ram one of our ships it isn't disabled. I don't know what the rules of engagement are for intentional offensive ship ramming, but the Navy thinks about things like this. America depends on "Freedom of the Seas" and China does not. The "nine dash line" as it is called is a vital sea lane where much of the world shipping transits.
Back to my point. Trump is directing the US's attention to China. If you don't understand the threat coming down the pike, you aren't paying attention. It is real, both parties are in general agreement.
The problem is business. This "requiring technology transfer" is gold plated BS to misdirect your anger. No one said they had to do business in China. To make money, bonuses, and incentives, they sold their seed corn to make their numbers. NO ONE HAD TO DO BUSINESS WITH CHINA. It was voluntary. They did it out of greed. One company undercuts the other, and the race to the bottom is on.
The capitalist economies rose out of the ashes of WW2, and is running out of steam. China knows this. China believe this is their century, and XI is a believer in world governance. This is not the pablum the democrat left is selling. This is a man who imprisons entire populations of people for their beliefs. He is a Hitler without the ovens. Economic pressure is the only thing that will bring the Communist party down. BTW, the Communist party "only" has ~ 95 million members, as far as I can find out.
Russia is like post WW2 Yugoslavia but without the rubble. China is the USA of the 40's through the 80's, racist and without a social conscience.
