Minnie since when do health departments make laws?
Here is a list giving the Health Department the right to enforce a mandatory Quarantine and yes the laws have been in effect many years before this current pandemic.
https://www.michigan.gov/documents/PubHealthAutPPOct10_153949_7.pdf
A person who violates a rule or order of the department is guilty of a misdemeanor punishable by imprisonment for not more than 6 months, or a fine of not more than $200, or both. MCL 333.2261
An individual may be arrested if violation occurs in the presence of a police officer, or the police officer has reasonable cause to believe individual has violated a rule or order.
