what is illogical is to believe that waiving $1.9 Trillion in taxes to be paid by the rich is not offset by (1) a larger federal accumulated deficit and/or (2) the non-rich having to pay more to make up for what the rich were no longer obligated to pay

The money isn't going only to planning, but implementing/developing the "plans." So....building new housing, refurbishing/rehabbing existing housing.

Encouraging states, cities, and/or counties to come up with ways to streamline regulatory requirements and shorten processes, reform zoning codes, or pursue other initiatives that reduce barriers to housing supply is, in fact, good.
