I first posted about this a few weeks ago, when it was first reported by Raw Story. It seems that President Bush signed the wrong bill, and the unsigned one is about to be implemented. Looks like it wont be, becuase I cannot see the courts interpreting that the bill passed by Congress as being illegitimate. This also has all the makings of another "I told you so" thread from me in the near future.
