What caused me to start this thread is a phone call from a nurse we know in a major city who just quit claiming they are deliberately killing people - poor people specifically.
She said if someone is poor and elderly, particularly if poor and black, they put the patient on a ventilator specifically to kill the person, whom they figure probably only has a few years left to live anyway and likely has other issues.
Therefore, rather than spending money on the patient for which Medicare will pay little, if they quickly kill the person they get a $39,000 bonus. Nor does the person have to have covid-19. They only have to claim the person has covid-19.

All pneumonia deaths - which is caused by a huge list of the most common medical conditions - are counted as covid-19 deaths. So this solved the problem of having so many terminally ill poor elderly people for some hospitals. Put them on a ventilator and kill them with it. Then the hospital doesn't have to spend another dollar on those old people and the Medicare will pay a bonus of $39,000 for having killed them.
We also now know why Cuomo was sending "death" (his words) via covid-19 to nursing homes:
1. By killing them there is no longer any costs of care and
2. IF they call it a covid-19 death the government pays a $39,000 bonus for killing them.
Since this means no longer spending any money on the elderly, this can save tens to hundreds of thousands of dollars each.

So to answer your question, I do not think (nor do I exclude the possibility) that 95% of world governments do as you suggest. No, I am not certain at all about the role of 95% of the world governments in this fiasco.
But what is certain is that the official narrative is false. The virus did not transfer from bat soup to humans, just as 19 arabs with box cutters did not hijack 4 airliners that day.
