In this instance, the particular can kicked is the moratorium on rent payments and foreclosures. A moratorium is a temporary setting aside. It is not a forgiveness. The bill will come due some day. The Congress of the United States of America appears ill-suited at present for doing anything meaningful about this. States are, in a number of instances, already short of the long green.

Sec. 3. Response to Public Health Risks of Evictions and Foreclosures. (a) The Secretary of Health and Human Services and the Director of CDC shall consider whether any measures temporarily halting residential evictions of any tenants for failure to pay rent are reasonably necessary to prevent the further spread of COVID-19 from one State or possession into any other State or possession.

(b) The Secretary of the Treasury and the Secretary of Housing and Urban Development shall identify any and all available Federal funds to provide temporary financial assistance to renters and homeowners who, as a result of the financial hardships caused by COVID-19, are struggling to meet their monthly rental or mortgage obligations.

(c) The Secretary of Housing and Urban Development shall take action, as appropriate and consistent with applicable law, to promote the ability of renters and homeowners to avoid eviction or foreclosure resulting from financial hardships caused by COVID-19. Such action may include encouraging and providing assistance to public housing authorities, affordable housing owners, landlords, and recipients of Federal grant funds in minimizing evictions and foreclosures.

(d) In consultation with the Secretary of the Treasury, the Director of FHFA shall review all existing authorities and resources that may be used to prevent evictions and foreclosures for renters and homeowners resulting from hardships caused by COVID-19.

Your article is from June and describes the CARES act which has expired... Trump's EO can not extend the CARES act and can only use authority that existed before the CARES act..

It offers “false hope and [risks] increased confusion and chaos at a time when renters need assurance that they will not be kicked out of their homes during a pandemic.”

Many landlords hold mortgages on their rental properties. They, too, have to pony up whether they receive rents or not. Eviction procedures in some states are lengthy. It's possible that banks will see an increase in 'jingle mail' from landlords as well as homeowners. Time will tell.

I've found that at times what President of the United States of America Donald Trump says is not something I'm willing to bet my union dues on.

Examples: "And again, when you have 15 people, and the 15 within a couple of days is going to be down to close to zero, that's a pretty good job we've done."

"We’re signing a health care plan within two weeks, a full and complete health care plan."

The student loans were kicked down the road with no ill consequences. I see it as an evolution of thought that will help create the political will to just discharge them all and move to free college.
