Judge halts Trump’s planned layoffs of federal workers during government shutdown, calling them unlawful

Who, exactly, is making this claim?
No one. It's the standard go-to for MAGA when Dear Leader isn't allowed to unilaterally do whatever he wants whenever he wants to do it.
 

The Constitution gives Congress the power to set up courts, and to write the laws governing their jurisdiction.
That is what Justice Barrett is talking about.

With the exception of SCOTUS, all the courts exist as per Congressional statute.
