This guy was among a small group of people who were the first to breach the capital.

He was seen agitating and encouraging protesters to break through into the capital.

At one point the crowd makes him for a fed and started chanting fed,fed,fed. Ray left immediately and popped up again on the other end of the yard and started agitating crowds again.

The capital police placed him on the list as suspects to arrest, but the FBI removed him.

Why is this?

Putin really loves it when you guys push the false flag crap. At this point, we can't tell which false flag promoters are homegrown, and which are russian bots. Or maybe Iranian, or maybe chinese bots, but, hey , they love this stuff and they're thrilled you guys are doing their work for them.

What crime did you observe him committing?

Hundreds of Americans have been held for months without having been charged or observed commiting crimes. Hundreds more interrogated and harassed just being at the capital that day.

There were people with property siezed, arrested and interrogated who never entered the capital. Some held for months without being charged.

I dunno. I wouldn't mind seeing them all in jail for their roles in the events leading up to the attack on the Capitol. The logical explanation for why this guy hasn't been arrested is that they don't believe his words are enough to warrant a prosecution. He wouldn't be the first man to encourage others to participate in criminal behavior he was too much of a coward to engage in himself. That certainly makes more sense than Epps, who was apparently the head of his local chapter of the right wing militia Oath Keepers, being engaged in some decades long plot to infiltrate the far right on the off chance he might be able to encourage an insurrection.
