When you see a topic such as voting rights legislation being viewed as just another partisan story, understand that the media is making an intentional effort to frame it this way. They could frame the attack on voting rights as an existential threat far surpassing 9/11 (which it is), but when the media use it as a segue to talk about the latest sports topic (which I just saw happen on CNN), it means that a corporate decision has been made not to take the matter seriously. That's why Manchin and Sinema feel no pressure to act.
