Read an article yesterday on whether actually the troop surge was plan to actually win, as few people have already suggested that 20000 troops is simply not enough.
 
I don't think it's either of those two. I think it's a way for George Bush to buy himself another year for the situation to magically improve, by looking like he's changing his strategy without actually doing anything useful.
