It depends. If a woman is being forced to wear one because of her husband,other family members or because of a law then its a bad thing. If she is wearing it because she wants to then that is he business and she should be allowed to wear one assuming she is not covered up while testifying in court(the right to face one's accuser in a court of law), getting a ID/license/pass port photo, security restricted areas and etc.
