I'm not going to immediately conjecture the causes of STI transmission rates in SoCal, because I'm not an expert on STI epidemiology. And neither are you.

Then lets consider what the LA times offers as contributing factors to the problem:

-Refusal to use condoms, despite free condoms being available

- Higher number of random hookups from sites and apps that specialize in random sexual encounters

- Less likely to seek treatment and follow through with treatment

OR.....we can just blame everything on racism, as that is a handy scapegoat that needs no hard science to validate. Bingo!

Not only that but the fact that African immigrants make something like 30% more than US born black Americans throws a wrench into the whole systemic racism holding down the black man theory.

Education is a major factor but there are 2 key issues facing the black community. The first is from within, a black student who tries to put forth effort into learning is ostracized as "acting white" by his peers. The second is having schools locked to your address, a parent shouldn't be locked into the worst school district simply because they can't afford to live in a nicer district. Addressing these 2 issues would greatly benefit African Americans, especially those who feel as if they are locked into a cycle of poverty.
 
You are guilty of a misdemeanor for giving an innocent person a life changing, life long, constant treatment illness.

BTW; isn't blaming increased STD's on racism a racist comment?
 

These are the same kind of folks who sat complacent after Dishonest Abe "emancipated" Blacks and the USSC instituted "Separate But Equal". The US is deeply racist. Not exactly the same kind of virulent, vicious racism practiced from its terrorist origins but a pervasive, society wide racism none the less.

 

I think the article you provided helps the case for my second point. It is ludicrous that a parent should be forced to send their child to a failed school solely because they can't afford to live in a nicer district or in some cases prefer the neighborhood they live in.

I've never heard that second notion but I have a pretty good idea that it is yet another bit of oft repeated American propaganda. I would say that it is these popular racists like Jefferson, Washington, ... that set the tone for the US to become a virulently racist nation.

Had Jefferson not sold his soul for money and spoken out against racism/slavery, it would not have lasted as long as it did.

You do have a point on the selling his soul bit as it was due to his debts and lavish lifestyle that kept him from freeing all of his slaves. However he was able to ban the slave trade in Virginia, and when he became President ended the slave trade for all of the US. He also tried to ban slavery in the new territories but it failed in Congress by 1 vote. While this isn't exactly a glowing endorsement it does show that he was ahead of his time in trying to end it.
 

And in spite of all of the money, California is within reach of the coveted last place in the nation.
