Is America combating terrorists or is it using them to her benefit?

Some years ago this question would be unthinkable. Now it suits the string of events very well. According to the latest revelation of a senior internal security officials in Iraq American reps regularly urge them to free some prisoners. Interestingly, most of them were fighters of foreign origin - Afghanistan, Russian Chechnya, Kashmir and other places. It’s no big secret that America makes use of such fighters in various regions of the world. They say blasts in Amman were performed by Chechen terrorists under USA guidance. In Uzbek city Andijan bloodbath those former Iraqi prisoners were active participants of antigovernment violence.
Why does America keep heading antiterrorist crusade then? Looks like big hypocrisy on her part.

America has done both over the years. I don't see how the war on terrorism will change that, it just means we have to be more secretive perhaps?
