The Oil spills in Kuwait were NOT deep sea oil spills, they were land spills where Saddam Hussein/s troops had either opened the valves and then set fire to the streams of Oil and Gas or where his troops had planted explosives to blow the installation to pieces and ignite the fuel streams.
Iran may well have assisted in quenching the flames, but I would guarantee they learned 100% more than they taught.

Only thing they might have figured out is that Ahmadinejaad's mouth might be big enough to contain all the spilled oil.

Something mighty fishy going on with the oil leak. West Engineering Services, the company that installs the BOP stacks, has known all along that the one giving them all the trouble could be pulled and another BOP put in it's place, but for some reason they aren't doing it, and they're not accepting any calls...

If it was just a matter of availability, they could at least let the media know, or stop the interception drilling.

The reason they are not doing it is because they have no way of locating the safety of the pipe below the existing BOP.
Now if they pulled the existing BOP away from the pipe underneath it and then found that they could not insert a new BOP in it's place then from the time they pulled the BOP away the flow of oil would likely increase.

Why would you assume they didnt have the technology/expertise to address oil spills? They have the technology to be a scientific hub for stem cell research...
