Intellegent Design is not Based on Creation?

Now, if our eyes were designed like birds, all that stuff would be behind the retina, and the light would have unencumbered access without being blocked out. We would see much sharper and much better in the dark.

It is like having the option of designing a HDTV and actually developing a russian TV set. What do YOU see as the intelligent thing to do?
