A tremendous amount of cargo arrives in the country. They don't have the resources to walk dogs around it all. It's more of a bet that a given shipment won't look suspicious and thus won't be inspected too closely.

That was Cheech & Chong. I was a stoner at the time & went to one of their movies stoned. It was incredibly funny.
