Billions stolen? You would have to have millions of illegals with ITNs claiming kids. There are to date no credible numbers of ITINs given by the SSA; or the number if undocumented workers claiming the child credit. We have a whole lot of guesstamations...most of which are wild guesses.
ITIN's are issued by the IRS not the SSA.

Many people, who work and pay 0 in federal income taxes, can receive tax refunds for thousands of dollars.
Yeah, but you have to by making income and reporting it to the government, which means your working and registered, which means your paying taxes just like any other legal citizen.
But many immigrants DO pay taxes.

Not only that they also boost the economy with cheap labor, and spending their money here, adding billions in consumer demand (since they are generally poor, they spend a higher percentage of their income).

When you make enough to get EITC and other refundable tax credits, your effective tax rate is in the negative.
Which means you will receive more money from the government, than you paid in.
