In response to the OP, this is long but you asked.
The only way to help the economy is to eliminate the virus. Trump, nor Biden will be willing to do what it takes to do this. Consumer confidence is at an all time low. There are not enough supporters of Trump to support Americas economy, it takes us all. 1/2 the country will not be shopping, eating or working away from home because they don't want Covid. So our best bet with the economy is to have a vaccine.
That said, a vaccine will most likely only be 50% effective, and a large portion of Americans (due to conspiracy theories) will not be getting it. Our lives will forever be changed, and so will our purchasing power. The economy will shift to online and delivery. Our businesses will shift to work from home as much as it can. Until those shifts are complete we will see a spotty recovery in the economy. It will never "go back" to how it was pre-pandemic, no matter how many people want it to.
The real issue, down the road, is Americas ideal of what the future will bring. Around the world they know that the future is clean air, renewable energy, and horizontal growth. Connected education, that makes our institutions look like the dark ages. Our schools are like factories, with a corporate head, and any social interaction is treated like cheating. We still have an individual mindset, despite the digital age. In Europe they are progressing to a whole new system of learning, and social interaction in teams with real life application. It's progressive, and keeping up with the new revolution, which is digital, not industrial.
America is still old school and not looking forward, but looking backward for comfort of the known. We are falling behind, and will continue to be.
America is still vertical growth minded, like a pyramid. Small top handing down the wealth to many and we fight for individual freedom and ownership, land and property. That is not our future.
Our youth and it's generation are on a pathway of a ditigial economy, and social government with a high quality of life, and low impact needs meant for all. They care about whats between the earth and sky, not so much land ownership, but land sharing and caring.
China is jumping on board with this, and so is most of the European Union. Why? Because thats where the money will be in the future. Fossil fuel, and the Industrial revolution we keep trying to revive here just isn't profitable anymore, and itś at its capacity for growth. So, if we care about the economy, we need to change direction and fast. We are already behind, and I see no indication of change coming in any meaningful way. Our mindset in America is Industrial, not progressive and our infrastructure is not set up for the future.
On top of this, the current president has pulled out of over 11 world groups, and this nationalist attitude couldn't have come at a worst time. Then the pandemic. To be honest, who ever can might think of leaving America for some place moving forward.
From what I hear from Biden, he's playing the safe card, and central card. He migh lose the progressives again, which is why Clinton lost. I hope they find a way to reduce the virus numbers, and incorporate a progressive economic outlook or we will indeed mean much less to the world than we're used to. It's already happening.
