If their appointments were illegal, were any of their decisions legal?

Homeland Security Appointments Were Not Legitimate, Says Government Watchdog : NPR
The GAO has pointed out that several of Trump's appointments were not legal. Putting aside who can do anything about it since Trump does not seem to care if legal or not, and HE IS THE PRESIDENT, If their appointments were illegal, are any of the decisions made by them while in office legal. In a similar case it was determined by a lower court that any decision made by an illegal appointment were not legal, but it is a very interesting question as it might effect what happens to those who were effected by any such decisions. What do you think? THis might be especially true if it deals with anything having to do with illegal immigration. That could end up being a hell of a mess as people sue to have their cases reviewed. I believe you can probably think of a dozen more that will cause problems/
