....................because Hamas cannot survive doing something as comparatively "un-sensational" as concentrating on civilian infrastructure.

It's main reason of existence is warring upon Israel, all with the promise of giving Palestinians a state. And no matter how much further it gets away from that envisaged achievement with every one of its actions in said struggle, if it actually sued for some sort of halt or pause to the conflict, so as to move towards possibly more fruitful co-operation, it might as well remove itself from power in the same breath.

Hamas needs the conflict as much as certain political factions "on the other side" need it and for the very same reason.

One side cannot rule its own with the iron hand of quasi-martial law, if there is no armed conflict by which one can justify it (however badly). The other side doesn't have to resort to any of it, seeing how the threat thus posed ensures its constant re-election.

Maybe exhausting themselves in their pages long demonstrations of saying nothing has depleted their energy.

Or maybe they're just too comfortable in their self-glorification elsewhere to notice the world outside their own narrow field of attention seeking.

Narcissism does tend to limit the general angle of vision.

Who knows?
