The FBI defines terrorism as “the unlawful use of force or violence against persons or property to intimidate or coerce a government, the civilian population, or any segment thereof, in furtherance of political or social objectives.”

Force is "not" speech.

We've already decided that saying asshole things is protected under free speech. The notable exceptions, of course, are direct threats, conspiracies to commit crimes, and its cousin, incitement to violence.

That said, don't be especially surprised if your support of ISIS or other extremist terrorist organizations ends up earning you a special look "under the hood" by the FBI.

Neither...it means the person is a moron.

That is quite clear. Interesting is where freedom fighting starts.
Saying something is always a question of freedom of speech. It's just that some countries get it wrong.

Saying "I support ISIS" is free speech. Actually sending them material support is terrorism.

But should being a moron be legal? There are those that think it should be criminal to practice such fundamental democratic procedures. Stupid as people can be, how would we know, if they kept it to their friends.
