Biden has said already he will return the $3 billion Trump swiped from the Pentagon for The Wall that isn't The Wall and never will be The Wall. Biden said Pentagon will get the money back if he's elected.

Biden is less clear about the US troops at the border since the fall 2018 Trump stupidly in the midterm election that blew Republicans out of their control of the House. Up to 4,000 troops will remain to idle at the border until at least Sept. 30, 2021 at a cost to the Pentagon of nearly $745 million. The troops are missing a lot of training doing this Trump stupid task of mostly nothingness as migrants are staying away from Trump's CV 19 death trap country.

About 2,600 active-duty personnel and about 2,450 National Guard members remain deployed to the southern border. An additional 600 active-duty troops also are deployed for CV 19 health protection measures.

Both active duty troops and the NG troops at the border belong to the 5th Army which is the continental home Army of the US to include the 1st Air Force all of which exist under U.S. Northern Command at Peterson AFB Colorado (CONUSNORCOM). All the ceremonial troops of Washington DC are included in Northern Command as part of the Joint Force Headquarters National Capital Region, none of 'em being deployed to the border of course.

Biden has said already he will review Trump's stupid petty nonsense order to ship 10,000 troops out of Germany, meaning Biden would kill the order and the troops will remain in Germany to maintain US troop strength there at around 35,000.
