Who was the shooter according to your sources?I'm not sure the peacekeepers were LEO.
However given that they apparently neutralized a hot threat, I'm not sure we should pass critical judgement at this time.
Another source I perused had a city official claiming the peacekeepers prevented a much larger tragedy from occurring.

It seems with all the attention focused on the Minnesota Congressional Murders this weekend, we at DP may have overlooked another attack directed at the "No Kings" protestors which also resulted in a fatality. This occurred at Saturday's Salt Lake City protest.
According to police, a member of a "peacekeeping" team protecting the protestors was alerted to an individual separating himself from the crowd and pulling an AR15 out of a duffle bag.
The peacekeepers approached the individual, who then took-off running towards the crowd, raising and aiming his rifle at the crowd. One of the peacekeepers opened fire at the running gunman, firing three shots, with one shot wounding the gunman ending the threat.
Unfortunately one of the two remaining projectiles hit the innocent victim, a protestor named Arthur Folasa Ah Loo (39), whom despite immediate care passed while being hospitalized.
The wounded gunman, Arturo Gamboa (24), has been booked into Salt Lake Metro Jail for "Suspicion of Murder". The unidentified peacekeepers who fired the shots have not been charged or held, and are cooperating with investigators. Police state the deceased gunshot victim, Loo, was "an innocent bystander participating in the demonstration".
Sorry for the verbosity. The story had to be pieced together from multiple sources, though my OP source appears reasonably complete.

Well, the article doesn't make it clear that there was an attempted shooter, but rather a guy with a weapon that the "peacekeepers" found to be suspicious. So it may be more accurate to describe him as a "suspected potential shooter" until we know more.Which shooter?
It seems we have an attempted shooter who was wounded & neutralized by the peacekeeper firing three shots. One of the shots hit the attempted assailant, another hit an innocent victim protestor.

Detectives booked Gamboa into the Salt Lake County Metro Jail for investigation of murder, police said in a release.

The only known "shooter" in this incident is the "peacekeeper" who shot two people, killing one.
The event permit did not include any mention of armed security, police said. Neither of the men involved in Ah Loo’s shooting are current or former members of law enforcement. They were wearing high-visibility neon green vests and carrying handguns.

The “No Kings” protest in Salt Lake City was struck by violence when a man allegedly brandished a rifle near the crowd, prompting someone nearby to fire three shots, hitting that man and a protester who later died.
Police said that Arturo Gamboa, 24, never shot his rifle, but that he was arrested on a murder charge and accused of creating the dangerous situation that led to the death of protester Arthur Folasa Ah Loo.
The investigation includes whether the man who shot Gamboa and Ah Loo was justified in firing his gun, the Salt Lake City Police Department said Monday.

Gamboa never fired his gun but he was arrested and booked into Salt Lake County Metro Jail on a murder charge, with police citing his actions as showing "depraved indifference to human life" that created a grave risk of death, ultimately leading to Ah Loo’s death.
