Not necessarily. The government depends on a positive economy, and the economy does better when the government has a reasonable fiscal policy.

No, but their actions do impact our neighbor to the north. They impact our allies in Europe to a lesser degree.
A Canadian politician once said that living so close to the US is a lot like sleeping with an elephant. The beast may mean you no harm, but it puts you in jeopardy every time it rolls over. I'm not sure who it was, but he made a good point.
Then explain how the US government paid off its WWII debt, while at the same time the US economy become the largest in the world.
