Statement of Hon. Jim Ramstad, a Representative in Congress from the
State of Minnesota

Mr. Chairman, thank you for convening this important
hearing to examine the Department of the Treasury's proposal to
redeem outstanding, unmatured Treasury securities.
Let me begin by noting what a pleasure it is to be
discussing this issue. It wasn't that long ago when growing
deficits and exploding debt were the norm. Due to a concerted
effort at fiscal responsibility, we are moving in a new
direction in which growing surpluses are now expected.
Just last year the budget surplus was $69 billion. This
week, the President estimated the surplus will be $115 billion
in fiscal year 1999. Over the next 10 years, the news gets even
better. In fact, the Congressional Budget Office projects that
over the next decade, there will be a decline in publicly-held
debt to $865 billion
 
Fantasy. In the modern era of living in debt all surpluses are PROJECTED surplus, not actual. AND there is no actual surplus until the debt is paid.

You're in denial. Bill Clinton bought back nearly $400 billion of debt off budget. You should understand "off budget", that's how Bush ran his wars. Sadly not a surplus but additional debt. Quit watching so much Fox News. That's the lyingest bunch of assholes I've ever seen or heard about.

Looks like someone needs to read up on the differences between projected debt and actual debt, projected surplus and actual surplus. Not to mention the difference between a budget surplus and the national debt. Your figures are not accurate.

Btw, I don't watch any TV news, especially FoxNews. But hey, you sound like you watch them a lot to know how bad they are. That is unless you're just parrotting what some talking head on your own favorite network is saying. Which is it? :mrgreen:

You didn't read the link to the 106th congress. Hell...the Republicans were the ones who decided to use the surplus to buy back debt. FY's 1997,98,99 and 2000 nearly $400 billion surplus was used to pay down existing debt. Unless you can come up with something better than the link I provided I suggest you STFU

I'm afraid to mention how much debt 0bama has put on layaway for the future
