How International Politics Is Really Conducted Between Nations

Heh, I have always said that International Politics is conducted in these three ways:

1) Broken Promises
2) Double Dealing
3) Secret Treaties

I was reading a book based on information released from Soviet Archives on Stalin. See the reason why Stalin entered into a non-Agression Pact was so that he could eventually attack Hitler first. You see, before signing the non-Agression Pact with Hitler, Stalin was in talks with the West for forming an Alliance against Hitler. But Stalin never had any intentions of forming an alliance with the West or of not honoring a non-agression pact with Hitler to the end. The only reason why Stalin was talking to the West about a possible alliance against Hitler, was to get Hitler's attention so that it would force Hitler to negotiate with him (Stalin). Hitler and the West fell for the ploy. Hitler sent some diplomats to negotiate with Stalin, because Hitler didn't want to fight a two front war against the West and Stalin. Stalin signed the non-agression pact in return for getting a piece of Poland as well as some Baltic republics. But all along, Stalin was planning to attack Hitler first and he wanted to do it after Hitler and the West had finished destroying each other. His goal was to destroy both the capitalist West and Fascist Germany.

So when Nixon says "we say one thing in public, but do something else in reality" it's pretty much the way it goes. Double dealing, broken promises, secret treaties and lying not only to your own country, but to the leadership of other nations is the essence of politics and international politics in general.
 
I don't think your book is very accurate, or the Soviets, as they usually do, changed history to make it seem like their leadership was good.

Stalin was in fact, a crazy and horribly ineffective leader.

All the following information can be found in the acredited book "Why Nations Go To War" by Stoessinger (a survivor of the Holocaust) and is also published elsewhere.

Stalin in his earlier years killed about 90% of his veteran officers, leaving for him by the time WW2 came, an almost entirely new officer corp for the military.

Stalin actually believed Hitler had no intentions of attacking him without first giving him an ultimatum, this is evidenced in some of the responses Stalin had to his ambassadors, and other writings.

Stoessinger wrote it best however:

"Stalin - that least trusting, most cunning, and devious of men - had actually placed his trust in the rationality of Hitler, the least rational of men."

Hmm - it sounds similar to how people interact with each other on an individual level.
