Yea yea, even then you can claim financial hardship, which allows you to opt of out penalties.

The section was changed significantly. They got rid of the word civil, indicating that civil charges were possible. They all spell out more explicitly that it can be enforced.

The usual way will be through your tax return. If you file a return but didn't have insurance for the year, $695 less will be coming back to you. Most people will be stopped right there.
 
I still don't see how it prevents gaming, you could sign up for insurance before you file for taxes and use it as a basis to avoid the fines, then dump it after the fact.

I'd like to see real reform, so far this is some kind of amalgamation of nonsense, with lots of loopholes and excuses.

That's not how the mandate works. You can't just sign up for the week you file your return.
